TELEGRAM
From the Secretary of State for the Colonies to the
Governor of Hong Kong.
Sent 1.10 p.m., 11th August, 1916.
With reference to your telegrams of 27th
and 28th June, I warmly appreciate wish of unofficial members to make substantial contribution for war
I consider expenditure to His Majesty's Government. that loan from Hong Kong and Shanghai Bank would be undesirable. Do you think issue of local loan would be successful and that resources not available for If Imperial loans would be tapped by such a loan. so would prefer this course should be adopted Otherwise His Majesty's Government would gladly accept proposed contribution for a term of years.
